An admission letter from a college in Ontario arrived in February. The refusal letter arrived in May. And then came the part nobody had warned the family about: the provincial attestation letter that had taken six weeks to arrange was now worthless, because a decision — any decision — uses it up. Reapplying meant going back to the beginning.
Canada is the country Bangladeshi families ask us about most among destinations Eduvisa does not itself process, and searches for a Canada study permit from Bangladesh have climbed sharply over the past year. The honest picture for 2027 is that the door is still open, but it is narrower and far less forgiving of a mistimed sequence than it was three years ago.
To get a Canada study permit from Bangladesh in 2027 you need an acceptance letter from a designated learning institution, usually a provincial or territorial attestation letter (PAL/TAL), proof of CAD 22,895 in living costs plus first-year tuition and travel, CAD 150 in permit fees and CAD 85 for biometrics, which you give at a Visa Application Centre in Bangladesh after IRCC sends your Biometric Instruction Letter.
Is a Canada study permit from Bangladesh still realistic in 2027?
Yes — but you are applying into a capped system, and that changes how you should plan. IRCC expects to issue up to 408,000 study permits in 2026, of which 155,000 go to newly arriving students and 253,000 are extensions for people already there. That is a 7% cut against the 2025 target of 437,000 and 16% below 2024's 485,000. For applicants who need an attestation letter, IRCC has said it will accept a maximum of 309,670 applications for processing in the 2026 calendar year, with up to 180,000 permits expected to be issued from that pool.
What that means in practice is unglamorous but important: the spaces are distributed to provinces, the provinces release them through institutions, and they are gone when they are gone. A student who finalises an offer in March is in a different queue from one who finalises in September. The 2027 numbers have not been published yet — expect them in the same late-year window IRCC has used before.
Please read this as research, not a service promise. Eduvisa's own processing expertise is built around Malta, Italy, the UK, Malaysia and Cyprus. We publish country research like this because Bangladeshi families ask us about these destinations every week and deserve accurate information, not because we are claiming to run Canadian files. If Canada is genuinely your best option, we will tell you so and point you to a Canada specialist.
What is a PAL or TAL, and who no longer needs one?
A provincial attestation letter (PAL) or territorial attestation letter (TAL) is a letter from the province or territory where you plan to study, confirming that a space under the cap has been assigned to you. Your designated learning institution (DLI) provides it — you cannot approach the province yourself — and it must go in with your study permit application, not after.
The exemption list changed on 1 January 2026. Students entering a degree-granting master's or doctoral programme at a public DLI no longer need a PAL/TAL. Nor do primary and secondary school students, students at a federally designated military college, certain Quebec vocational programmes, students under the Francophone Minority Communities Student Pilot, exchange students who pay no tuition to the Canadian DLI, and holders of a Global Affairs Canada scholarship. If you are exempt, you still have to prove the exemption in your application.
| Your plan | PAL/TAL | Note |
|---|---|---|
| College diploma or bachelor's at a public or private DLI | Needed | Comes through the DLI |
| Master's degree at a public DLI | Exempt | Since 1 Jan 2026 |
| PhD at a public DLI | Exempt | Since 1 Jan 2026 |
| Any programme in Quebec | CAQ instead | Issued by Quebec, not IRCC |
| Exchange with no tuition paid to the DLI | Exempt | Proof of exemption required |
A PAL/TAL is tied to one cap year and expires on 31 December of that year. More painfully: once your study permit application has been approved or refused, you cannot reuse it. You may only reapply with the same letter if you withdrew before a decision, or if IRCC never accepted the application for processing and refunded your fee. A refusal in Canada therefore costs you the letter, the fee and the queue position all at once — which is exactly why the paperwork has to be right the first time.

How much money do you have to show for a Canadian study permit?
For applications submitted on or after 1 September 2025, a single applicant going anywhere except Quebec must show CAD 22,895 for living expenses for the first year — and that figure sits on top of first-year tuition and return travel. IRCC's wording is unambiguous: you must prove you can pay for all of it without working in Canada. The old CAD 20,635 threshold, still quoted on plenty of agent websites in Bangladesh, applies only to applications filed between 1 January 2024 and 31 August 2025.
| People | CAD/year | Approx. BDT | Status |
|---|---|---|---|
| You alone | 22,895 | ≈ ৳20.25 lakh | IRCC, current |
| You + 1 | 28,502 | ≈ ৳25.2 lakh | IRCC, current |
| You + 2 | 35,040 | ≈ ৳31.0 lakh | IRCC, current |
| You + 3 | 42,543 | ≈ ৳37.6 lakh | IRCC, current |
| Single applicant, old rule | 20,635 | ≈ ৳18.3 lakh | Expired Aug 2025 |
IRCC names these as common examples: a guaranteed investment certificate (GIC) from a participating Canadian bank, proof that first-year tuition and housing are already paid, a Canadian bank account in your name if money has been transferred, an approved education loan, four months of bank statements, a convertible bank draft, or a sponsor's letter backed by documents. None of them work alone if the story behind the money is thin — and for a programme longer than a year you must also explain how years two and three will be paid.
What do the Canadian fees cost in taka?
The study permit application fee is CAD 150 per person and biometrics are CAD 85 per person — about ৳20,800 together at CAD 1 = ৳88.46 (16 August 2026). Families of two or more applying together pay a maximum of CAD 170 for biometrics. Restoring student status later, if you let your permit lapse, costs CAD 396.25 — an expensive reminder to watch expiry dates.
Those are the government's numbers. The Visa Application Centre in Bangladesh charges separately for optional extras, published in taka on its own site: a premium lounge at ৳8,409, one-way courier at ৳5,096, SMS updates at ৳246, ICAO-compliant photographs at ৳510. New VAC service charges took effect on 1 May 2026.
Where do Bangladeshi students give biometrics for a Canadian study permit?
At a Canada Visa Application Centre, run by VFS Global as the exclusive service provider for the Government of Canada in Bangladesh. There are three: Dhaka, which is the primary centre, plus Chattogram at the World Trade Centre, 5th floor, 102–103 Agrabad C/A, and Sylhet. Opening hours run Sunday to Thursday, 09:00 to 17:00.
Two Bangladesh-specific rules matter more than the address. First, since 7 March 2026 you must upload your Biometric Instruction Letter (BIL) to the VFS portal before you can book a biometrics appointment — the booking process was changed that day, and students who try to book first now get stuck. Second, the appointment booking itself is free. VFS says so on its own notice board. Anyone in Bangladesh charging a "biometric appointment fee" is charging you for something that costs nothing.
The order that actually works
- Get an acceptance letter from a DLI — and check on IRCC's list that it is PGWP-eligible before you accept, not after.
- Ask that institution for your PAL/TAL, unless your programme is on the exemption list.
- Assemble the money file: tuition, CAD 22,895 living costs, travel, and a clean four-month history behind every figure.
- Apply online, pay CAD 150 + CAD 85, and submit the PAL/TAL with the application.
- Wait for the Biometric Instruction Letter, upload it to the VFS portal, then book your appointment.
- Give biometrics in Dhaka, Chattogram or Sylhet; later send your passport when IRCC requests it.
Can you work while studying in Canada?
Yes, within limits that IRCC now enforces seriously. You may work up to 24 hours a week off campus during term and unlimited hours during scheduled breaks such as summer, winter and reading week. You need a Social Insurance Number, your permit must carry the work condition, your programme must be at least six months long and lead to a degree, diploma or certificate, and you cannot work at all before your programme starts.
Working more than 24 hours a week breaks your permit conditions. IRCC's own page says you can lose your student status, be refused future permits and be required to leave. Remote work for an employer outside Canada does not count towards the 24 hours. Students enrolled only in an English-language programme cannot work off campus at all.
Does your programme decide whether you can stay after graduation?
To a degree that surprises most families, yes — and that decision gets made when you pick the course, years before you graduate. A post-graduation work permit needs a programme at least eight months long at a PGWP-eligible DLI, full-time status throughout, and an application within 180 days of confirmation that you finished.
Beyond that, two rules split applicants. Language: bachelor's, master's and doctoral graduates need CLB 7 in all four skills; college, polytechnic and other non-university graduates need CLB 5. Field of study: degree graduates have no field restriction, but if you applied for your study permit on or after 1 November 2024 and your programme is not a bachelor's, master's or doctorate, your field must be on IRCC's eligible list — a list tied to occupations in long-term shortage. IRCC has said it will not add or remove fields in 2026.
Programmes delivered by a private college on behalf of a public institution under a curriculum licensing agreement — often marketed as "public-private partnership" or P3 colleges — are, in most cases, not PGWP-eligible. Students who began such a programme after 15 May 2024 within a province, or after 1 February 2023 across provinces, are excluded outright. These programmes are still actively promoted to Bangladeshi students. Check the DLI list before you pay a deposit.
What do we see from the Bangladesh side?
What comes into our office is rarely a question about rules; it is a family holding a brochure from an agency, asking whether the number on it is real. Two patterns repeat. The first is the outdated CAD 20,635 figure being used to build a budget that is roughly ৳2 lakh short before anyone has bought a ticket. The second is a student paying for a "biometric appointment booking" that VFS gives away free. Neither of those is a visa rule problem. Both are an information problem — and information is the cheap part of this process, which is why we would rather publish it than sell it.
Before you spend anything on a Canada file
- Confirm the institution is on IRCC's DLI list and PGWP-eligible
- Confirm whether your level of study needs a PAL/TAL or is exempt
- Budget CAD 22,895 living costs plus real tuition, not the 2024 figure
- Check that your funds have four clean months of history behind them
- Confirm your field of study is eligible if you are not doing a degree
- Know that appointment booking at the VAC is free
- Plan for the possibility that a refusal ends that PAL/TAL
Verify before you act. Every figure above was checked against IRCC (canada.ca) and VFS Global Bangladesh on 16 August 2026. IRCC updates its cost-of-living threshold annually and its fee schedule periodically; the 2027 cap allocations had not been published when we wrote this. Quebec runs a separate system through the CAQ with its own financial requirement set by the provincial ministry. Confirm current numbers on the official pages before you submit anything or move money.
