Twenty dollars. Three working days. That is what Azerbaijan's ASAN e-visa costs a Bangladeshi passport holder, and it is genuinely that easy — we checked. Which is exactly why so many students in Bangladesh end up with the wrong idea about studying there.
Because that e-visa is valid for thirty days, and you cannot build a four-year degree on it. The Azerbaijan student visa from Bangladesh is a different document entirely, applied for somewhere else, and the gap between those two facts is where students lose money.
Bangladeshis can get Azerbaijan's ASAN e-visa in three working days for $20, but it lasts only 30 days and cannot be used to study. A degree requires a student visa from an Azerbaijani embassy — New Delhi is accredited to Bangladesh, as there is no embassy in Dhaka — followed by a temporary residence permit from the State Migration Service after you arrive.
Can Bangladeshi students use Azerbaijan's e-visa to study?
No. Bangladesh is one of roughly 95 countries eligible for the ASAN Visa system, and the e-visa itself is real and cheap: issued within three working days, valid for thirty days, fee $20, with an urgent three-hour option at $60. All of that is published by Azerbaijan's own government.
But thirty days is thirty days. The e-visa is an entry permission for short visits, not a study authorisation, and arriving on one with the intention of enrolling does not convert it into anything else. The State Migration Service issues residence permits; a tourist e-visa is not a step on that path.
"Azerbaijan gives Bangladeshis an easy e-visa." Completely true — and completely irrelevant to a degree. This is the same trap we documented for Uzbekistan and Kyrgyzstan: a genuinely easy tourist visa being quoted as though it were a study route. Ask any consultancy to name the visa category they are applying for.
The honest version is that Azerbaijan's study route is ordinary rather than easy. You apply at an embassy, with an invitation, like most places.
How much does a degree in Azerbaijan actually cost?
This is where Azerbaijan gets genuinely interesting, and the numbers come from Study in Azerbaijan, the official portal of the Ministry of Science and Education — not from an agency brochure.
| Level | USD / year | Approx. BDT |
|---|---|---|
| Preparatory course | 600 – 2,000 | ≈ ৳73,000 – ৳2.4 lakh |
| Bachelor's | 1,000 – 2,500 | ≈ ৳1.2 – ৳3.1 lakh |
| Master's | 1,000 – 4,000 | ≈ ৳1.2 – ৳4.9 lakh |
| PhD | 1,500 – 4,000 | ≈ ৳1.8 – ৳4.9 lakh |
A bachelor's degree starting around $1,000 a year is among the lowest published figures of any destination we have researched — below Armenia, below most of Central Europe, far below the big four. The BDT columns are ours, converted at roughly ৳122 to the dollar, and rates move.
Which embassy handles Azerbaijan student visas from Bangladesh?
There is no Azerbaijani embassy or consulate in Bangladesh. Azerbaijan's ambassador in India is accredited to Bangladesh, so the Embassy in New Delhi is the mission that handles Bangladeshi cases.
That puts Azerbaijan in the same category as Armenia, Slovakia, Bulgaria, Estonia and Austria: you need an Indian visa of your own before you can approach the mission, plus Delhi travel and accommodation costs, and a timeline nobody in Dhaka can shorten.
Article 36 of Azerbaijan's Migration Code sets the document list: the approved application form; a passport valid at least three months beyond the visa, with copies of its main pages; two colour biometric photos (3×4 cm); a copy of medical insurance if the host is not covering medical costs; proof of paid state duty; and an application from the inviting party on the approved sample, with a document proving the purpose of the invitation. Applicants under 18 travelling without a parent need a notarised birth certificate and parental permission.
One detail worth underlining: the state duty is not refunded regardless of the outcome. A refusal costs you the fee. That is standard practice, but it is rarely mentioned on the pages selling the destination.
How do you apply — and what is SIACAS?
Azerbaijan runs a centralised admission portal for international students called SIACAS, reached through the Study in Azerbaijan site. You apply to institutions through it rather than emailing universities individually, which is a real advantage: it gives you an official record of your application that exists independently of any agent.
Instruction is available in Azerbaijani, Russian, Turkish and English, and preparatory courses exist for students who need the language before starting a degree. Check the language of instruction for your specific programme in writing — "taught in English" is claimed more often than it is true.
- Choose a programme and confirm its language of instruction in writing
- Apply through the SIACAS portal
- Get the official invitation from the institution
- Apostille your academic documents in Bangladesh
- Arrange an Indian visa for the Delhi trip
- Lodge the student visa application at the Embassy in New Delhi
- Register with the State Migration Service within 15 days of arrival
- Apply for the temporary residence permit before your visa expires
What happens after you land in Baku?
Two things, and both have deadlines.
First, registration. Anyone staying more than 15 days must be registered at their place of stay. The receiving party — the hotel, dormitory, or the owner of the flat you rent — submits the registration and a copy of your passport to the State Migration Service within 15 days of your arrival, online, by email to [email protected], or in person. You can also submit it yourself. There is no state fee for this registration, which is worth knowing if anyone offers to arrange it for a price.
Second, the residence permit. The temporary residence permit issued on the basis of study allows a stay of about a year and is issued by the State Migration Service. Apply at least a month before your entry visa expires — leaving it later is the most common way students fall out of status.
Once you hold a temporary or permanent residence permit, you can re-enter Azerbaijan on your passport and permit without a new visa. That matters for anyone planning to come home to Bangladesh during the holidays.
Do Bangladeshi documents need an apostille for Azerbaijan?
Azerbaijan accepts apostilled Bangladeshi documents. Azerbaijan is a party to the Hague Apostille Convention and did not object to Bangladesh's accession, which took effect on 30 March 2025.
That saves real time and money compared with the twelve countries that did object — Germany, Austria, the Czech Republic, Greece, Estonia, Belgium, the Netherlands, Finland, France, Denmark, Argentina and Lithuania — where Bangladeshi students still face the full consular legalisation chain.
Apostille your certificates in Bangladesh while you are still here. Azerbaijan will accept them. Sorting document legalisation from Baku, in a country where you do not yet have residence, is the kind of avoidable problem that costs a semester.
Is there any funding for Bangladeshi students?
Azerbaijan runs the Heydar Aliyev International Education Grant Programme alongside local scholarships and grants, exchange programmes, and places under bilateral agreements between governments. These are listed on the official portal.
Is Azerbaijan worth it for a Bangladeshi student?
On cost, the case is strong. Published tuition starting near $1,000 a year, a centralised official application portal, a working apostille route, a free arrival registration, and re-entry on your residence permit without a fresh visa each time — those are real, verifiable advantages, not marketing.
The friction is the Delhi trip and the thirty-day e-visa confusion. Neither is fatal. Both are manageable if you plan for them from the start instead of discovering them in month three.
What we see at Eduvisa is that Azerbaijan attracts students who have already been quoted something unaffordable elsewhere and are looking for a serious degree at a price a Bangladeshi family can carry. That instinct is sound. The mistake is assuming that cheap tuition means a cheap, simple process — the tuition is low, the paperwork is normal, and confusing the two is what goes wrong.
