A student in Dhaka finds a Latvian university charging under €2,000 a year, fills in the online application, gets an offer — and then discovers there is no Latvian embassy anywhere in Bangladesh to take the file. That is the moment most people learn that a Latvia student visa from Bangladesh is not really a visa at all. It is a residence permit, decided in Riga, applied for in person in New Delhi, and Bangladeshi applicants go through one extra security step that citizens of most other countries never see.
Bangladeshi students cannot apply in Bangladesh. Under territorial competence you must apply in person at the Embassy of Latvia in India, New Delhi. You first obtain a temporary residence permit decided by Latvia's OCMA (state fee €160 for a 30-day review), then a 90-day long-stay visa purely to travel, then collect the permit card in Riga. Bangladesh is also on the Regulation No. 554 additional-examination list, so a special questionnaire is compulsory.
Can Bangladeshi students actually get a Latvia student visa in 2027?
Yes, the route is open and it is one of the cheaper ways into the EU — but the paperwork is stricter than the tuition price suggests. Latvia is a full Schengen and EU member, degrees are recognised across Europe, and a good number of programmes are taught entirely in English.
What trips students up is the structure. There is no single "student visa" you collect and fly on. Latvia issues a temporary residence permit for studies, and the long-stay visa is only the travel document that gets you into the country afterwards to pick up the actual permit card.
Why must Bangladeshi students apply in New Delhi and not Dhaka?
Because of territorial competence. Latvia's Ministry of Foreign Affairs states that Bangladeshi nationals intending to enter Latvia for study purposes must apply for the residence permit at the Embassy of Latvia in India, in person. The same mission covers India, Bangladesh, the Maldives, Myanmar, Nepal and Sri Lanka.
The practical details matter more than most families expect:
- Address: B8 Anand Niketan, 110021 New Delhi, India — phone +91 11 49859100
- Appointments can be booked only through the official online system at pieraksts.mfa.gov.lv/en/india
- Give your real name, personal email and mobile number when booking — the embassy states that incorrect information means the booking is deleted
- Fees are payable by international credit or debit card only, and American Express is not accepted
- The embassy provides no translation services at all
- Fees are non-refundable, and the embassy is not liable for costs if the permit is refused
Under Cabinet of Ministers Regulation No. 554 — "Regulations Regarding the States for the Citizens of which in issuing a Visa or Residence Permit an Additional Examination shall be performed" — Bangladesh is one of the named states. In addition to every other document, a Bangladeshi applicant must submit a completed questionnaire published by the Ministry of Foreign Affairs. This is not optional, and it is not something a generic "study in Europe" guide will tell you.
How does the two-step Latvia application process work?
Step one is the residence permit, decided in Riga. Step two is the visa that lets you travel. Doing them in the wrong order is impossible, and assuming they are one thing is the most common planning error we see.
Secure admission and the university's invitation
Your inviting university must have the invitation approved at the OCMA in Latvia before you submit anything. The state fee is €17, or €10 if the request is filed electronically through the latvija.lv portal.
Fill in the OCMA application form
Download the official residence-permit request form, complete it in BLOCK letters, print and sign it. An incomplete form, or one containing false information, can be refused outright.
Translate and legalise your documents
Documents issued abroad must be translated into English or Latvian and legalised. Copies that are not notarised must be presented together with the originals.
Book the Delhi appointment and submit in person
Book only through pieraksts.mfa.gov.lv/en/india, travel to New Delhi, submit the file with the Regulation No. 554 questionnaire, and pay by international card.
Wait for the OCMA decision
The decision is taken in Latvia and emailed to you and to your inviting party. Crucially, the clock starts when the file reaches OCMA in Riga — not when you hand it over in Delhi.
Apply for the 90-day long-stay visa
Only after a positive decision. This visa exists purely so you can travel to Latvia.
Collect the permit card in Riga
After arrival, book an appointment at the OCMA (Čiekurkalna 1. līnija 1, k-3, Riga) or a regional division and receive your residence permit card.
How much money must a Bangladeshi student show for Latvia?
The OCMA's own Studies page states the required subsistence is €500 per month — roughly ৳71,500 at today's rate — with €500 per month for an accompanying adult and €150 for a minor. That is the official figure, and it is the one on the government page.
Be careful here, though. That page carries an "updated 22.04.2022" stamp, and considerably higher numbers are circulating on commercial immigration sites for 2026, including €740 and €1,685 per month. We could not verify either of those against a Latvian government source, and we are not going to repeat them as fact. Latvia also tightened several residence rules for 2026, so the safest assumption is that the figure your university's international office quotes today is more current than any blog.
Verify before you transfer anything. The subsistence figure, the exact document list and the questionnaire are the three things most likely to have changed since this article was written on 24 August 2026. Confirm all three directly with the Embassy of Latvia in New Delhi, the OCMA, or your university's international office before you book a flight to Delhi.
What does a Latvia residence permit cost in euro and taka?
Latvia publishes its migration fees clearly, which is more than can be said for several destinations. The figures below come from the OCMA state-fee schedule, last updated 18 March 2026 under Cabinet Regulation No. 731.
| Fee | Euro | Taka* |
|---|---|---|
| Permit review, 30 days | €160 | ৳22,885 |
| Permit review, 10 days | €280 | ৳40,048 |
| Permit review, 5 days | €560 | ৳80,097 |
| Registration, 30 days | €75 | ৳10,727 |
| Permit card, 10 days | €45 | ৳6,436 |
| Invitation, online | €10 | ৳1,430 |
*Converted at €1 ≈ ৳143.03, the mid-market rate on 24 August 2026. Rates move daily, so treat the taka column as indicative.
On the standard 30-day track a student pays roughly €160 + €75 + €45 = €280, about ৳40,000, in Latvian state fees — plus the invitation fee and the separate long-stay visa fee charged by the embassy. Paying for the 5-working-day express review costs €560 on its own. Before you pay for speed, remember the processing clock only starts once your file physically reaches Riga, so express handling does not shorten the courier leg.
Is tuition in Latvia genuinely cheap for Bangladeshi students?
For most subjects, yes. The official Study in Latvia portal describes fees ranging from under €1,600 a year for some bachelor's programmes up to about €15,000 a year for dentistry and €25,600 for an executive MBA. Business, management and IT degrees taught in English typically sit in the low-to-mid thousands.
So the honest picture is a split one. A three-year English-taught bachelor's in business or IT is one of the most affordable EU degrees a Bangladeshi family can realistically fund. Medicine and dentistry in Latvia are not budget options at all, and the recruiters who advertise "Europe from €1,600" are quoting the floor of the range, never the medical programmes.
Tuition varies by university and by individual programme, and the ranges above are portal-level summaries rather than a quotation. Always check the fee on the specific programme page of the specific university before budgeting.
Can you work while studying, and can you stay after graduating?
You can work part-time during your studies, and this is where Latvia's rules deserve a much closer read than they usually get. Students holding a residence permit for studies are generally described as being able to work up to 20 hours a week during the semester — a figure that appears consistently across student-facing sources, though we would treat the exact conditions as something to confirm with the OCMA rather than assume.
The post-study picture is where the marketing and the rules part company. Latvia's official national portal is specific:
| Level | Stay after | Extension |
|---|---|---|
| Bachelor's | 4 months | None stated |
| Master's | 4 months | +9 months |
| Doctoral | 4 months | +9 months |
Plenty of consultancy pages advertise a one-year post-study work stay in Latvia. The official Study in Latvia portal says something different: a bachelor's graduate gets four months after graduation, meant for applying to a master's or finding a job. Only master's and doctoral graduates may request a further nine months on top — and the portal states plainly that OCMA examines each application individually and the extension is not guaranteed. It must also be requested before the existing permit expires. If a recruiter promises you a guaranteed year, ask them to show you where it says so.
What mistakes cost Bangladeshi applicants the most time?
What we see at Eduvisa, across every European destination with a non-resident mission, is that the expensive mistakes are logistical rather than academic. For Latvia specifically, four stand out.
The first is treating the New Delhi trip as a formality booked at the last minute. It is an in-person submission in another country, which means an Indian visa, travel, and an appointment slot that may not exist in the week you want. The second is the payment method — an international card is not something every Bangladeshi family has ready, and finding out at the counter is a wasted trip. The third is document legalisation, which is a chain of steps with its own queues, not a single stamp. The fourth is the Regulation No. 554 questionnaire, which applicants either do not know exists or fill in casually, without realising it is the document that triggers extra scrutiny of their file.
Confirm with your chosen university's international office exactly which subsistence figure they are seeing on current OCMA decisions. Check whether anyone in your family holds an international debit or credit card that is not American Express. And start the document translation and legalisation chain early — that is the step that consistently takes longer than students plan for, and the one no amount of express processing can rescue.
This guide is research for Bangladeshi students, not a statement that Eduvisa currently processes applications to Latvia. Immigration rules, fees and thresholds change without notice, and Latvia amended several residence rules for 2026. Everything above was checked against Latvian government sources on 24 August 2026 — verify with the Embassy of Latvia in New Delhi or the OCMA before acting.
